Blooming
Blooming or milky appearence usually gloss paint, also a slight matting of the gloss. Cold temperatures, high humidity, moisture, during the drying process of paint. Usually associated with winter months.
Rub down and re-coat. Ensure temperatures above 8°c and end humidity is no greater than 80%.
